speed up processing to find latest jobexecution for feed

Description

when pulling events off jms ops manager needs to find the latest job execution for a feed.
This can be a time consuming query if you have hunderds of thousands job executions attempting to get the max start time for a given set of jobs for a feed.

the query and code can be optimized to look at the subset of rows to return a much faster result limiting by a group of starttimes rather than the entire table.
