Feature list should link to relevant sections

The Kylo documentation contains a nice feature list (see: https://kylo.readthedocs.io/en/v0.9.0/about/KyloFeatures.html)

It would be a better user experience if each row in the features table was (or contained) a link to the relevant section of the documentation that describes how to use that feature. In cases where there are more than one relevant section, either pick one, or show multiple links.
