install should validate spark-submit is available on path
Description
A common issue I've been running into is that if spark-submit is not currently available when the RPM is run, you could run into problems in Validate and Split records processor at the point a feed is run. Which makes it a high cost of user error. This could be avoided if setup wizard or RPM install could bail out if spark-submit is not avaliable.

Make sure to work in a method to override the spark check for dynamic clusters as in such cases Spark is not installed until after Kylo is installed.
