IRC Support Presence & Bots

All most all open source projects have an IRC presence on the freenode network, including Hadoop, Linux, Ansible, Apache, etc.

I believe there are two main benefits to using IRC in this fashion:

• Support can be provided faster to whoever needs it

• Gain interest/communicate with external people who don't have access to Slack.

• Bots can be used to provide chatops like functionality for little to no cost (unlike slack plugins).

For example the channel can be alerted if a new PR is raised, a new topic is created on the support group or if the build is failing in Jenkins.

I've gone ahead and created the #kylo channel on freenode.
