All most all open source projects have an IRC presence on the freenode network, including Hadoop, Linux, Ansible, Apache, etc.
I believe there are two main benefits to using IRC in this fashion:
Support can be provided faster to whoever needs it
Gain interest/communicate with external people who don't have access to Slack.
Bots can be used to provide chatops like functionality for little to no cost (unlike slack plugins).
For example the channel can be alerted if a new PR is raised, a new topic is created on the support group or if the build is failing in Jenkins.
